In this verse, I see clearly that Pharaoh is responsible for his actions. The Bible says he refuseth. This is not a lack of information-it is a refusal to obey.
To me, this shows that God is indirectly hardening his heart through the miracle. Pharaoh had already rejected God’s revelation, and like Romans 1 teaches, he is walking in the vanity of his own sinful heart.
