Exodus 7:1 | Pastor Burns' Study Notes

And the LORD said unto Moses, See, I have made thee a god to Pharaoh: and Aaron thy brother shall be thy prophet. — Exodus 7:1

Exodus 7 is not Moses’ first appearance before Pharaoh. The first confrontation took place in Exodus 5, when Moses and Aaron delivered God’s demand, “Let my people go.” Pharaoh’s response was defiant. He questioned the identity of the Lord, increased Israel’s workload, removed their straw supply, and stirred the people against Moses.

That earlier encounter involved no miracle, no plague, and no visible display of divine power. Exodus 7 marks the first major power confrontation between the Lord and Pharaoh.

Between these two meetings stands Exodus 6, where God reaffirms His covenant name, His promises, and His plan. In Exodus 7, God moves from promise to demonstration. Pharaoh has rejected the word of the Lord; now he will encounter the power of the Lord.

Exodus 7 therefore marks the official beginning of the plague narrative and the escalation of divine judgment against Egypt.

Exodus 7:1

God tells Moses that He has made him “a god to Pharaoh,” and Aaron will serve as his prophet. This does not mean Moses is divine. The point is representational authority. Moses will stand before Pharaoh as God’s appointed representative, and Aaron will function as his spokesman.

This is similar to the role of an ambassador. An ambassador does not create policy; he carries the authority of the one who sent him. Moses is not inventing a message or negotiating terms. He is speaking with delegated authority from heaven.

This idea is echoed in the New Testament, where believers are described as Christ’s representatives in Ephesians 6:20and 2 Corinthians 5:18-20. In that sense, they speak on behalf of another and carry a message not their own.

The point of the verse is authority, not deity. Moses stands before Pharaoh in God’s stead, as God’s messenger and representative.
