God lays out the arrangement. Moses will speak to Aaron, put words in his mouth, and God will be with both their mouths and teach them what to do.
The chain of communication is clear: God to Moses, Moses to Aaron, Aaron to the people. Moses remains central to the mission even though Aaron becomes the public spokesman.
The final phrase is also significant: God will teach them not only what to say, but what to do. The divine help extends to action as well as speech. Leadership, confrontation, signs, and decisions all remain under divine instruction.
