God instructs Moses to gather the elders of Israel and declare that the God of the fathers has visited His people and has seen what is being done to them. Again, the emphasis is on God’s faithfulness. He has not forgotten His people.
God promises to bring them out of affliction and into the promised land. Moses is to speak not on the basis of human optimism but on the certainty of divine promise.
